[Evolution-hackers] README - Branches and CVS Open

The work being done for 2.2.1 has now been merged to the gnome-2-10
branch from the mainline.  All patches for the 2.2.x series should now
be committed to both the mainline and the gnome-2-10 branch.  

The mainline is now ostensibly for 2.3/2.4, however the versioning is
not yet updated.  Please do not commit anything to the mainline without
talking to me first, with the following exceptions:

1. Any bounties that are complete
2. Fixes for i18n bugs (note, for the most part these shouldn't get
applied to 2.2.x now)
3. Patches approved for the gnome-2-10 branch

These restriction should be lifted shortly.
