[Evolution] Setting mailto handler for Galeon

[=?iso-8859-1?q?Steven=20Ellis?=]

I want galeon to use evolution as its default mail
handler, but I don't want a new copy to open if it is
already running. 

How should I set the mailto: URL handler in the Ximian
control panel?
