[Evolution] Lost time zones in Evolution 2.04

Had to reinstall evo and after reinstallation all calendar entries are
in UTC.  I try to set the time zone but only UTC and None are listed.
When a new user starts up evo all time zones are shown. Any idea how I
can get the time zones back so I can configure it?
