I think this could be generalized to:

1) If all receipients prefer attribute A, then use attribute A when
sending mail

2) If any recipients prefer attribute A, then use attribute A when
sending mail

Attributes could be pgp signatures, pgp encryption, s/mime signatures,
s/mime encryption, html e-mail, text e-mail, and so on.
