[Evolution] gentoo + Evolution-2.2.1.1 + ximian-connector Missing Development libraries

Exchange Account setup plugin is enabled for you?
Try setting bonobo activation path and restart bonobo-activation server?
Also ximian-connector-setup-2.2 is what comes with Exchange Connector
