[Open Office] lpsolve package dependency

Folks,

This is to let you all know that there is now a new build dependency
on lp_solve package, which is used for CalcSolver.  I've hacked
download.in to get the build to automatically download the lp_solve
tarball and unpack it to its designated location & added new set of
patches to create a top level module named lpsolve.
