[Open Office] Announcing temporary changes

Hi,

It would be great to announce when a patch is temporarily disabled, like:

[ SDFPatches < ooc680-m1 ]
# FIXME this doesn't apply to ooc680-m1, someone who speaks the languages
# needs to check if a successor patch is needed
recovery-disabled-crashreporter-localize.diff, i#65325, jholesov

Or at least ping the maintainer - me in this case ;-)  Of course, the 
successor patch is necessary in this case.
