[Open Office] patches & up-stream issues ...

Hi guys,

	Was in Hamburg last week working out how we can get our patches &
features up-stream faster, and more elegantly and I was sad to see how
many patches there are in patches/src680/apply that are under-commented
and have no associated up-stream issue.

	eg. (at random, no doubt banal etc.):

# work around missing symbol in libgcj...
bean-gcj-bug-workaround.diff

	All well and good; but should have an i#123456 comment beside it, and
preferably a plan for getting this check / fix into config_office.

	If you mark your patch as a 'PATCH' bug it is tracked specially &
special cased wrt. getting rapid feedback & follow up, so make sure you
mark it correctly.

	I'd like everyone to put more effort into getting their stuff filed
up-stream - the hope is that ooo-build will not be around for ever :-)
so ... it's in your interest too.
