I read the Jam home page at http://freetype.sourceforge.net/jam/index.html. 
The tool looks interesting on the first sight.

Are there any plans to push/use it upstream?

If they are such plans, we should cooperate closely from the beginning, 
definitely, because the dmake/make-based and jam-based solutions would be 
incompatible.
