[Open Office] Issue and developer informations in apply

Is it BTW correct that Win32Common occurs both as a leaf (section header
in [ brackets ]), and as a node with dependencies in the apply file?
This seems a bit odd. Would it be cleaner to remove the line that says

Win32Common : Common, NotDebian

and instead add Common and NotDebian to the dependency lines where
Win32Common is mentioned?
