No sort at all when applying, they are taken as they go in the apply file.  
(Not true for un-applying, they are sorted according to 
build/*/applied_patches: later applied => earlier un-applied).

Because the order of the patches matters, not the order in Distro: ;-)  The 
other way would be harder to make the dependencies & support for more 
milestones & etc. right.  Why? - what problem do you have?
