Yes, because I need to build either against internal icu (done temporarily for one release)
or against icu 3.6 (icu 3.4 was removed) and so needed a system-icu
patch working with 3.6 (without breaking 3.4 and internal icu) so I merged the 
old" system-icu with Caolans one from his Fedora CVS...
