There were some more problems. You would need to apply two more patches, see 
the attachment.

It is fixed in ooo-build-2-0-4 branch now. Please, let me know it fixed the 
icu problem for you. (I do not build with icu-3.4). I'll release 
oo-build-2.0.4.1 then.
