Still wrong. AFSIS. If, this would be $(ICU_VERSION) != "2.6". That
line is nowwhere in the icu 3.6 diff. Of course, this might not
hurt anything but I want the icu 23.4 and icu 3.6 things copletely
seperated for future updates....
