<div dir="ltr">Certainly mono/lib/mono/4.5/Microsoft.Common.targets is the culprit. A needed item metadara is not being written correctly it is '%(Culture)' but should be something like '%(EmbeddedResource.Culture)', or it should be a property '$(Culture)'.<br>

and that caused this error when building MonoDevelop.<br>

I cannot see myself which commit might be causing the new behaviour.<br>

as the source file doesn't exist.<br>
