[Mono-osx] bug in Random

The algorithm used by MS may not have changed for years, but that doesn't
mean they made the sources public or that it'd be easy to reimplement. The
Mono team has limited resources, better spent on other things than reverse
engineering implementation details, IMO. There are many areas that are much
more of a priority.
Still, feel free to submit a patch.
